'Incoherent Text'

By all accounts, this title pretty neatly sums up the EU constitution in its entirety. Seems even those working with it agree:
French text gaffe reduces EU charter to pulp

PARIS, April 7 (AFP) - More than 160,000 copies of the EU constitution which were to be distributed in town halls and libraries around France have been pulped because the words "incoherent text" were mysteriously added to one of the articles, the foreign ministry said Thursday.

Proof-readers of the 232-page document failed to spot that the phrase had been added in print to Article 1-33 which concerns law-making in the EU.

The author is unknown.
I bet they are. Running even as we speak, would be my wager.

French voters will decide whether to back the constitution at a referendum on May 29. Opinion polls show that the no campaign has taken a clear lead in the last three weeks.
And I think we know why. . .
