The great majority of psychologists are Left-leaning&lt;/i&gt;&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;KILLERS, rapists and other criminally insane patients are walking the streets of Melbourne on outings to the movies, fishing and shopping.  The controversial leave pass program at the Thomas Embling Hospital was hastily shut down after inmate Peko Lakovski allegedly committed a gruesome double murder with a carving knife.  Lakovski was considered a low security risk and allowed out on day leave.&lt;br /&gt;&lt;br /&gt;Almost a third of the inmates at the 118-bed facility in Fairfield have been approved for &lt;font color="#ff0000"&gt;unescorted leave&lt;/font&gt; in the past year.   The hospital sanctioned 8900 leave passes in 2008-09, most of them supervised trips for court and medical reasons.  The hospital houses mentally ill patients including some offenders referred from the criminal justice system.  Inmates include killers, sex offenders, arsonists and even a man who attempted to hijack a commercial plane.  But the system allows the inmates to graduate from supervised walks within the grounds to unescorted visits to public locations.&lt;br /&gt;&lt;span id="fullpost"&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;A 2003 report said on a given day more than a dozen inmates are walking the streets near the hospital.&lt;br /&gt;&lt;br /&gt;Embattled Minister for Mental Health Lisa Neville was forced to order a snap review of the hospital's internal processes after admitting that "something has gone wrong in this particular case".  &lt;font color="#ff0000"&gt;Ms Neville could not explain how patients in a secure psychiatric hospital, many of whom have killed before and are suffering with schizophrenia, had access to knives.&lt;/font&gt;  Ms Neville has overseen a series of major departmental bungles in recent months including the shocking incest case with a man accused of fathering children with his daughter over a 30-year period.&lt;br /&gt;&lt;br /&gt;The day leave program at Thomas Embling Hospital was cancelled after the alleged rampage left two people dead.  The frenzied attacks were sparked by an argument between two room-mates and fishing buddies.  Lakovski, 59 is facing charges of fatally stabbing Paul Notas, 36, and Raymond Splatt, 54.  Police will allege Lakovski went on a stabbing rampage with a carving knife about 11pm on Wednesday in a low-security residential area of the hospital after getting into an argument with Splatt.  It was alleged he then went to another room and repeatedly stabbed Notas.&lt;br /&gt;&lt;br /&gt;The Department of Human Services increased security at the site in January but arrangements are again under review.&lt;br /&gt;&lt;br /&gt;Opposition Leader Ted Baillieu said the "safety and security" of the community must be put ahead of the rehabilitation of patients.&lt;br /&gt;&lt;br /&gt;Since the hospital opened in 2000, at least three inmates have escaped with a further 15 absconding while on day leave.  Escapes by killers Neville Garden and Robert Debruyn while on the leave sparked major manhunts.  Others on day release to escape include sex offender Sean Broaders and Peter John Evans, who both slipped their minders at the Austin Hospital.&lt;br /&gt;&lt;br /&gt;A hospital insider told the Herald Sun in 2007 that David Mark Robinson, who tried to hijack a Qantas jet in May 2003, walked out of the hospital without minders.  Robinson was armed with sharpened wooden stakes, a cigarette lighter and aerosol cans to use as flame-throwers when he threatened staff on the Melbourne-Launceston flight.  A cabin manager and flight attendant thwarted his attempt to kill all 56 passengers.&lt;br /&gt;&lt;br /&gt;There has been a significant increase in inmates applying for leave in the past decade.&lt;br /&gt;&lt;br /&gt;The report into Wednesday night's rampage is expected to focus on the decision to allow Lakovski to move into Jardine Unit, which has the lowest level of security in the facility.  Victoria's chief psychiatrist, Ruth Vine, admitted the leave assessment process was "not a perfect science" as it involved factors with regard to the patient and the community.  All of the patients in the Jardine Unit are under active consideration for release. Nidal Malik Hasan, was wounded at the scene but was captured alive and was in stable condition, Lt. Gen. Robert W. Cone, commanding general of the Army’s III Corps, said at a press conference late Thursday.&lt;br /&gt;&lt;br /&gt;Eleven of the victims died at the scene, military officials said. A 12th died later at a hospital, NBC station KCEN-TV of Waco reported. Cone said that most of those who were shot were military but two were civilians. &lt;a href="http://www.msnbc.msn.com/id/33678801/ns/us_news-crime_and_courts/"&gt;MSNBC&lt;/a&gt;&lt;/blockquote&gt;&lt;br /&gt;It is being reported that Maj. Hasan was promoted a few months ago despite the poor performance evaluation and anti-American statements.&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;Hasan received a poor performance evaluation, according to an official who spoke to The Associated Press on condition of anonymity because he was not authorized to discuss the case publicly.&lt;br /&gt;...&lt;br /&gt;The Associated Press, quoting federal law enforcement officials, said Hasan had come to their attention at least six months ago because of Internet postings that discussed suicide bombings and other threats. The officials said they were still trying to confirm that he was the author. &lt;a href="http://www.msnbc.msn.com/id/33678801/ns/us_news-crime_and_courts/"&gt;MSNBC&lt;/a&gt;&lt;/blockquote&gt;&lt;br /&gt;News reports on the radio quoted him as saying that Muslims had a duty to rise up and kill infidels in the military. Just the kind of person you want giving psychiatric advice to soldiers serving in Iraq. How this guy could get a promotion, let alone stay in the military is beyond reason. It certainly leads one to believe that political correctness is winning out over good judgement in the US Army. It's not surprising that the Obama administration is playing down the terrorism angle, and instead claiming it is nothing more than "criminal matter".&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;A senior administration official told NBC News that the shootings could have been a criminal matter rather than a terrorism-related attack and that there was no intelligence to suggest a plot against Fort Hood. &lt;a href="http://www.msnbc.msn.com/id/33678801/ns/us_news-crime_and_courts/"&gt;MSNBC&lt;/a&gt;&lt;/blockquote&gt;&lt;br /&gt;Nothing other than the investigation into his Internet positings about "suicide bombings and other threats". I've heard once too often that the Arctic ice melt of 2007 was unprecedented, that it's going to happen again, only worse, and that we're all doomed.  Including the polar bears. Never before in history...etc.&lt;br /&gt; &lt;br /&gt;Less than a half mile from my home in Vancouver, B.C. sits the RCMP Vessel Saint Roch.  She's been declared a national monument or some such designation, and for good reason.  In the early 1940's she traversed the Northwest Passage.  Then she did it again.  Then again, in the other direction.  Three times,  three times.&lt;br /&gt; &lt;br /&gt;She's a small thing, but sturdily built. At a little over a hundred feet long, she displaces about 325 tons. She was powered by some small auxiliary sails and a piddling 150 hp.diesel engine. And she's not steel. She's built of good British Columbia Douglas fir, externally sheathed with Australian gumwood (thank you, Aussies).  Mind you, her bow had some metal on it, whether iron or steel I do not know.&lt;br /&gt; &lt;br /&gt;This small, woefully underpowered vessel was the first to traverse the Northwest Passage west to east, was the first to traverse it more than once, was the first to traverse it in both directions, and was the first to circumnavigate North America (using the Panama Canal at the small end).&lt;br /&gt; &lt;br /&gt;But she was not the first in recorded history to traverse the Northwest Passage.  In 1906 Roald Amundsen ran it from east to west in his even smaller (76ft) sloop "Gjoa". Were you embarrassed by the prior occupant's politicization of issues that should have been decided on a more scientific basis? Did you assume that Barack Obama would surround himself with apolitical science advisors unencumbered by embarrassing anti-science baggage and free of culture-war axes to grind?&lt;br /&gt;&lt;br /&gt;To paraphrase a once famous mayor of New York - So how's he doing so far?&lt;br /&gt;&lt;br /&gt;You're probably aware that the H1N1 swine flu vaccine supply has fallen dangerously short of the level required to protect the most vulnerable among us. In the spring Federal officials predicted that as many as 120 million doses would be available by now, as opposed to the 16 million doses that actually arrived. Flu vaccine is tricky to make under the best of circumstances, but there are scientifically safe and proven ways to stretch supplies. Are you aware that the Federal Government refuses to allow the use of adjuvants that can be used to produce twice as many doses from the same vaccine stock? This despite the fact that over 40 million doses of flu vaccine containing adjuvants have been dispensed in Europe over the past dozen years without any indication of a safety issue. Some people denied shots because of this decision are going to die. Does this policy sound scientific or political?&lt;br /&gt;&lt;br /&gt;You're probably aware that a mercury-containing preservative called thimerosal was removed from children's vaccines in 2001 to mollify activists promoting the theory that thimerosal causes autism. According to the Centers for Disease Control, there was then and is still now no scientific evidence linking thimerosal to autism. Despite numerous peer-reviewed studies as well as the empirical fact that autism rates have not plunged since the 2001 thimerosal ban, as one would expect if the preservative were a leading cause of this heart breaking illness, the administration recently made a decision that further reduced the supply of H1N1 vaccine. It switched our country's emergency H1N1 vaccine order from multi-dose to single-dose vials, causing production chain backups as vendors scrambled to accommodate the last-minute switch. Why the change? Because single-dose vials contain a lower concentration of thimerosal. Some people denied shots because of this decision are going to die. Does this policy sound scientific or political?&lt;br /&gt;&lt;br /&gt;Did you know that despite the melting ice cap there are estimated to be five times as many polar bears wandering the northern regions of our planet today than there were fifty years ago? Studies indicate that the biggest threat to polar bears are not present climate conditions but forecasts of future conditions made by climate models. These are the same models that have been unable to explain why the hottest year on record was actually 11 years ago despite increases in atmospheric carbon dioxide and that the world's oceans appear to be cooling. This has not stopped the administration from proposing that 200,000 square miles of land, sea, and ice along the northern coast of Alaska be designated as "critical habitat for this iconic species." Does reading this statement make you wonder whether polar bears are genuinely endangered or merely charismatic? Does this policy sound scientific or political?&lt;br /&gt;&lt;br /&gt;Did you catch the recent peer-reviewed article by Princeton's Tim Searchinger in Science magazine on the impact of biofuels on global warming? The authors found that "corn-based ethanol, instead of producing a 20% savings, nearly doubles greenhouse emissions over 30 years and increases greenhouse gases for 167 years. Biofuels from switchgrass, if grown on U.S. corn lands, increase emissions by 50%." Has the White House called for a halt on ethanol subsidies and blending mandates? Folic acid intake increases asthma chance by 30pc</title><content type='html'>&lt;b&gt;&lt;i&gt;I was very critical of dosing the whole popluation with folic acid and warned of dangerous side-effects and now we see some evidence of just that.  The findings are epidemiological so are not conclusive but compulsorily dosing everyone with something requires very strong evidence of safety and that is now clearly in question&lt;/i&gt;&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Mums who took folic acid supplements throughout their pregnancy, in a well-intentioned attempt to boost baby's health, were increasing their risk of having a child with asthma, a study has found.  A groundbreaking Australian study, which could explain rising rates of the chronic lung condition, found pregnant women who overuse the supplement were 30 per cent more likely to have a child with asthma.  Taking a folic acid supplement is recommended for women who intend to fall pregnant, as it is known to prevent neural tube defects during a foetus' critical first weeks in the womb.&lt;br /&gt;&lt;br /&gt;Associate Professor Michael Davies, from the University of Adelaide's Robinson Institute, has uncovered an "additional and unexpected" consequence for women who also take the supplement throughout their pregnancy.  "We see a substantial proportion of women taking these folate supplements throughout pregnancy and it may be because people think it is entirely benign," Dr Davies said.  "Folate is incredibly important because of its role in preventing neural tube defects (like spina bifida) but because it is so important, and so bioactive, it needs to be treated with some respect as well."&lt;br /&gt;&lt;br /&gt;Dr Davies reviewed the cases of more than 550 women who had given birth, assessing their diet and supplement intake before pregnancy and then rates of asthma among their children.  For women who took the supplements according to advice - before conception and not more than several weeks into their pregnancy - there was no increased risk of asthma.&lt;br /&gt;&lt;br /&gt;However, Dr Davies found women who took the supplement throughout their pregnancy, or from 16 to 30 weeks, increased their risk of having a child with asthma by about 30 per cent.  "Our finding should be reassuring to women who take folate for the purpose of preventing neural tube defects, because we found no evidence of early supplementation (leading to asthma)," Dr Davies said.  "It was really only use in later pregnancy, it was confined to that area alone ... and only for supplemental use."&lt;br /&gt;&lt;br /&gt;Dr Davies said having a diet rich in green leafy vegetables, certain nuts and fruits known to be sources of folate (the natural form of folic acid) did not carry an asthma risk.&lt;br /&gt;&lt;br /&gt;Childhood asthma rates have been increasing across developed countries and Dr Davies said his research showed how changing diet, and particularly the overuse of a supplement, could play a role.  It also comes after &lt;font color="#ff0000"&gt;mandatory fortification laws&lt;/font&gt; required Australia's bakers to add a small amount of folic acid to their bread products (organic flour excluded).&lt;br /&gt;&lt;br /&gt;This move, from October, was designed to address a known folate deficiency across the community.  "There is no evidence to suggest dietary sources of folate, or even folate fortification, increases the risk of asthma," Dr Davies said. Then combine the data from the remaining sensors  with data known to show too much warming and -- hey presto!  -- you have got rid of that pesky ocean cooling! To diagnose the problem in the Atlantic, Willis needed to compare ocean temperature measurements from multiple sources. The first source he turned to was sea level data from satellite altimeters.&lt;br /&gt;&lt;br /&gt;Because water expands when it absorbs heat, and contracts when it cools, sea level is physically connected to heat content in the upper ocean. Satellite altimeters measure sea surface height with radar. The radar sends a pulse of energy toward the Earth’s surface and listens for the echo. The time delay and intensity of the echo reveal the altitude of the sea surface.&lt;br /&gt;&lt;br /&gt;Willis also had ocean-based data sets, including temperature profiles from the Argo robot fleet as well as from expendable bathythermographs, called “XBTs” for short. XBTs are the equivalent of a disposable razor. A temperature sensor is spooled out behind a ship by thin copper wire. It sinks, making measurements at increasing depths, transmitting them back to the ship via the wire until the line snaps and the sensor sinks to the bottom of the ocean, discarded.&lt;br /&gt;&lt;br /&gt;The devices are manufactured to free-fall through the water at a known rate; scientists infer the depth of the temperature measurements by the time lapsed after the sensor hits the water. They have been used by the U.S. Navy and oceanographers since the 1960s.&lt;br /&gt;&lt;br /&gt;“Basically, I used the sea level data as a bridge to the in situ [ocean-based] data,” explains Willis, comparing them to one another figuring out where they didn’t agree. “First, I identified some new Argo floats that were giving bad data; they were too cool compared to other sources of data during the time period. A month before, Willis had seen a paper by Viktor Gouretski and Peter Koltermann that showed a comparison of XBT data collected over the past few decades to temperatures obtained in the same ocean areas by more accurate techniques, such as bottled water samples collected during research cruises. Compared to more accurate observations, the XBTs were too warm. Those who regularly eat high-fat foods, processed meals, desserts and sweets are almost 60 per cent more likely to suffer depression than those who choose fruit, vegetables and fish.  Researchers claim their study is the first to investigate the link between overall diet and mental health, rather than the effects of individual foods.&lt;br /&gt;&lt;br /&gt;Dr Eric Brunner, one of the researchers from University College London, said: 'There seem to be various aspects of lifestyle such as taking exercise which also matter, but it appears that diet is playing an independent role.'&lt;br /&gt;&lt;br /&gt;The study, in the British Journal of Psychiatry, used data on 3,486 male and female civil servants aged around 55. However, talks have been stalling over Government claims the Coalition is not negotiating in good faith.  Several Coalition members have made comments about the emissions trading scheme that seem to be at odds with Opposition Leader Malcolm Turnbull's stance.  &lt;br /&gt;&lt;br /&gt;On Friday, Senate Leader Nick Minchin said the Coalition would not necessarily vote for an emissions trading scheme even if the Federal Government accepted the Coalition's amendments.  Senator Minchin's comments came amid a report in The Australian newspaper that Liberal frontbenchers were getting cold feet about supporting a scheme because the party's research shows voters are becoming hesitant about the idea.&lt;br /&gt;&lt;br /&gt;Mr Turnbull has said he will recommend supporting an emissions trading scheme if the Opposition's amendments are accepted. I found that LEFTISTS were dumber.  So what are we to make of the latest research report below?  Not much.  Following a pattern that is all too common among psychologists, the author seems never to have heard of the concept of sampling.  A group of college students or even college applicants is NOT representative of the population as a whole.  And young people are notoriously Left-leaning.  They have so little experience that they know no better.  So if Left-leaning  people among a Left-leaning group are smarter, it probably just means that smarter people are better able to pick up what is required for acceptance in that group.  It has no wider implications than that.&lt;br /&gt; &lt;br /&gt;Even if the results were generalizable, however, there would still be &lt;a href="http://www.american.com/archive/2009/october/are-liberals-smarter-than-conservatives"&gt;problems with the inferences to be drawn from them&lt;/a&gt;.  There is in fact some generalizable evidence on the topic drawn from general population sampling. "It's not a hat," she said. Current standards allow manufacturers to claim a meat pie is Australian-made, even if the meat is sourced from overseas - which will eventually include countries with mad cow disease after the easing of meat restrictions.  As long as some of the packaging, pastry and gravy is made locally, products can carry the green and gold "Australian Made" logo.&lt;br /&gt;&lt;br /&gt;Outraged federal Senators independent Nick Xenophon, Nationals' Barnaby Joyce, and Greens' Bob Brown said the Rudd Government needed to get fair dinkum with consumers.  "This is pathetic. You can have a meat pie that says 'Australian Made' but contains 100 per cent foreign meat," Senator Xenophon said.   Senator Joyce said labels should carry a pie graph to show what percentage of the product was actually from Australia.&lt;br /&gt;&lt;br /&gt;The Trades Practices Act says products can claim to be made in Australia if they have been "substantially transformed" and have 50 per cent or more of the cost of producing or manufacturing in Australia. The senators want greater detail about the content of food products, including imported ingredients. It would mean the word "Australian" would only apply in relation to food that is 100 per cent produced in Australia from Australian products.&lt;br /&gt;&lt;br /&gt;But the Australian Made, Australian Grown Campaign, Dick Smith Foods and the Australian National Retailers Association have argued there could be unintended consequences. What is interesting is the demonstration that there is a genetic influence on behavioural traits that have clear political importance. Leftists everywhere promote big government.  And Leftists are also full of the premier negative emotion:  Hate.  They hate a great range of what is in the world about them.  And people with the opposite genetic pattern are happier and therefore more likely to be spontaneous individualists -- as in the USA.  Many surveys have shown conservatives to be much happier than Leftists overall &lt;/i&gt;&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Culture, not just genes, can drive evolutionary outcomes, according to a study released Wednesday that compares individualist and group-oriented societies across the globe.  Bridging a rarely-crossed border between natural and social sciences, the study looks at the interplay across 29 countries of two sets of data, one genetic and the other cultural.&lt;br /&gt;&lt;br /&gt;The researchers found that most people in countries widely described as collectivist have a specific mutation within a gene regulating the transport of serotonin, a neurochemical known to profoundly affect mood.  In China and other east Asian nations, for example, up to 80 percent of the population carry this so-called "short" allele, or variant, of a stretch of DNA known as 5-HTTLPR.&lt;br /&gt;&lt;br /&gt;Earlier research has shown the S allele to be strongly linked with a range of negative emotions, including anxiety and depression.  Critically, it is also associated with the impulse to stay out of harm's way.&lt;br /&gt;&lt;br /&gt;By contrast, in countries of European origin that prize self-expression and the pursuit of individual over group goals, the long or "L" allele dominates, with only 40 percent of people carrying the "S" variant.&lt;br /&gt;&lt;br /&gt;The study, published in Britain's Proceedings of the Royal Society B: Biological Sciences, offers a novel explanation as to how this divergence might have come about.  Setting aside discredited ideas linking genetics and race, the researchers suggest that culture and genes may have interacted over time to shape the process of natural selection, helping individuals -- and the societies in which they lived -- to survive and thrive.&lt;br /&gt;&lt;br /&gt;Ancient cultures in Asia, Africa and Latin America highly exposed to deadly pathogens, they conjecture, may have tended toward collectivist norms in order to better combat disease. That social transformation, in turn, could have favoured the gradual dominance of the risk-avoidance S allele.  "We demonstrate that evolution is operating at least two levels," said Joan Chiao, a professor at Northwestern University in Chicago and lead author of the study.  "One is biological, which is well understood. By then there will be nobody that remembers this forecast.  Yet on the same day, bumbling Arctic explorer Pen Hadow says in a UK Telegraph interview:  "To all intents and purposes the Arctic will be ice free in a decade. I do find the implications of this happening in my lifetime quite shocking.".&lt;br /&gt; &lt;br /&gt;Gosh, who to believe? Somebody that fakes biotelemetry data or somebody that won't hand over climate data for replication studies?  From a Met Office press release on October 15th:&lt;br /&gt; &lt;blockquote&gt;The extent of Arctic sea ice has been decreasing since the late 1970s. In 2007 it decreased dramatically in a single year, reaching an all-time low. At the time it was widely reported that this was caused by man-made climate change and that the rate of decline of summer sea ice was increasing.&lt;br /&gt; &lt;br /&gt;Modelling of Arctic sea ice by the Met Office Hadley Centre climate model shows that ice invariably recovers from extreme events, and that the long-term trend of reduction is robust - with the first ice-free summer expected to occur between 2060 and 2080. It is &lt;font color="#ff0000"&gt;unlikely that the Arctic will experience ice-free summers by 2020.&lt;/font&gt;&lt;br /&gt; &lt;br /&gt;Analysis of the 2007 summer sea-ice minimum has subsequently shown that this was due, in part, to unusual weather patterns. Arctic weather systems are highly variable year-on-year and the prevailing winds can enhance, or oppose, the southward flow of ice into the Atlantic. Consequently, the sea ice has not declined every year, but has shown considerable variability - both in extent and thickness.&lt;br /&gt; &lt;br /&gt;The high variability has made it difficult to attribute the observed trend to man-made emissions of greenhouse gases, although there is now enough data to detect a human signal in the 30-year trend. The trend and observed variability, including the minimum extent observed in 2007, is consistent with climate modelling from the Met Office.&lt;br /&gt; &lt;br /&gt;About half of the climate models involved in the Intergovernmental Panel on Climate Change fourth assessment report, show that ice declines in steps - failing to recover from extreme years. The observed temporary recovery from the 2007 minimum in 2008 and 2009 indicates that the Arctic ice has not yet reached a tipping point, if such exists. We expect Arctic ice to continue to decline in line with increasing global temperatures. My orientation in  psychometric research has however always been great caution  about the validity of any tests used and I initially felt that the remarkable success of ancient Central Americans in building rather advanced civilization despite being cut off from the major source of human progress (the Eurasian continent) implied a higher IQ for their descendants than the tests showed.&lt;br /&gt;&lt;br /&gt;That is however a fairly arguable proposition and the findings reported below have changed my mind.  I think that the findings below confirm what the IQ tests say.  The results below show what I very "incorrectly" call the "chimpanzee effect".  A month old chimpanzee is much smarter and more capable than a human infant of the same age but the human does of course far surpass the chimp eventually.  In other words, low IQ is less evident in the early years and most evident in adulthood.  We find a similar effect in blacks.  Average black IQ is closer to average white IQ in childhood than in adulthood.  Beyond the early  teens,  black IQ stops rising but white IQ does not.  White IQ peaks at about age 16.&lt;br /&gt;&lt;br /&gt;And what is reported below is precisely another example of the chimpanzee effect:  Intellectual achievement gap smallest in early childhood but rapidly increasing with age.   I must stress that I am NOT saying that either blacks or Hispanics are similar to chimpanzees.  ALL human beings of any race are much smarter than chimps. I am just using chimps as a vivid demonstration of what seems a general truth:  That real gaps in intellectual ability become evident later rather than sooner -- and the Hispanic developmental pattern is exactly what we expect of an average IQ that is indeed lower&lt;/i&gt;&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;A forthcoming study on Hispanic children’s cognitive skills underlines the challenges the country faces in aspiring to close the achievement gap between these children and their white and Asian counterparts. Hispanic “children fall behind their peers in mental development by the time they reach grade school, and the gap tends to widen as they get older,” reports the New York Times. “The drop-off in the cognitive scores of Hispanic toddlers, especially those from Mexican backgrounds, was steeper than for other [low-income] groups and could not be explained by economic status alone. . . . From 24 to 36 months, the Hispanic children fell about six months behind their white peers on measures like word comprehension, more complex speech and working with their mothers on simple tasks.”&lt;br /&gt;&lt;span id="fullpost"&gt;&lt;br /&gt;&lt;br /&gt;This new study, from the University of California–Berkeley, may be unusually blunt in its assessment of Hispanic cognitive development, but it is hardly unprecedented. A 2004 study by the California Legislative Analyst’s Office found a similar decline in Hispanic students’ ability to keep up with their peers in learning English. Children from Mandarin- and Spanish-speaking households begin kindergarten with similar levels of English proficiency, but their paths quickly diverge. The Mandarin-speaking students make continuing progress in mastering English, while the Hispanic students’ advance stalls out in the second and third grades as the demands of California’s English-proficiency test grow more difficult. Mandarin kindergartners establish oral skills in English in one year, the legislative analyst found, and by the beginning of second grade, they have begun developing a mastery of reading and writing, unlike Hispanics. The widening English-proficiency gap between Asian and Hispanic students may reflect parental willingness to expose children to English at home, but the gap occurs in math as well.&lt;br /&gt;&lt;br /&gt;This summer in Southern California, I observed Hispanic students who had been taught in English throughout their school careers, yet who possessed very weak formal language ability. An in-class reading assignment at Locke High School in Watts asked students to answer the question: “Why is it important to use all your skills during your teen years?” A ninth-grader wrote in response: “To make it better.” Another question, “What sudden insight came to the engineer?” elicited the answer: “How to put the little mirrors.” While diagnosing the student-written sentence, “The pigs squealed loudly because the’re [sic] bored at the barn,” a high-school English teacher in Santa Ana asked his class: “Why does the dependent clause need to be in the past tense?” A student answered: “Because you’re talking about a lot of people.”&lt;br /&gt;&lt;br /&gt;The Berkeley researchers speculate that the early decline in Hispanic students’ language and reasoning skills may reflect inadequate maternal stimulation in the home. And indeed, a Santa Ana elementary-school principal recounted to me her largely unsuccessful efforts to get parents to teach their children such basic kindergarten-survival tools as cutting with scissors and the words for colors. “Kids come in not knowing the alphabet in Spanish or the sounds of Spanish,” she said. “They use three-word sentences; they come in without oral-language ability.”&lt;br /&gt;&lt;br /&gt;The Berkeley study will inevitably be used to buttress the Obama administration’s plans to pour billions of federal taxpayer dollars into early-education programs. As a matter of education policy, such efforts represent wishful thinking. Head Start has been repeatedly shown to have no lasting effect on students’ academic performance. Even the most successful and lavishly-funded of such early-intervention programs — the iconic Perry Preschool Project from the early 1960s in Ypsilanti, Mich. — explained only 3 percent of the earnings of its participants at age 40, and about 4 percent of their educational-attainment levels, wrote John J. Miller in NR in 2007. Replicating the Perry Project’s services on a national scale for Hispanic children would be extraordinarily expensive and produce only modest results. Many children who receive early intervention provide inferior intellectual stimulation for their own children, whether for innate cognitive or for cultural reasons.&lt;br /&gt;&lt;br /&gt;But the more interesting implications of the study and others like it are for immigration policy. Our de facto immigration policy is currently weighted to a population that appears to require massive additional government education spending — even before formal schooling begins — to be made academically competitive. This choice would not seem to be economically rational, at least so long as we aspire to universal college-going. If the country remains committed to sending a far greater number of students to college, as even many conservatives continue to be, we better get ourselves a different mix of immigrants if we don’t want to bankrupt our education budgets.
