Speed camera cash cow

I have been to Victoria about 2 times, damn, it takes so long to get anywhere, everyone driving around watching their speedometers. Take the Hume into Melbourne and you pull your hair out, the speed limit is 100km/h and because everyone else is scared stiff of the 3km/h tolerance, they're all driving at 95km/h.
Fewer drivers would be booked for speeding under a Liberal election policy designed to exploit the suspicion that the Bracks Government uses speed cameras to raise revenue rather than make roads safer. Under the Liberal policy, unveiled by Opposition Leader Robert Doyle yesterday in preparation for the November election:
  • A 10 per cent speed zone tolerance would be reintroduced, replacing the 3 km/h tolerance enforced by Labor. This means that in a 100 km/h zone, motorists would not be fined until they were recorded travelling over 110 km/h, rather than 103 km/h under the present regime.
  • The speed camera system would no longer be "sneaky" - police cars with mobile cameras would be clearly visible, and the location of fixed speed cameras would be advertised.
  • Bonus payments to speed camera operators who book large numbers of drivers would be abolished.
This is the part that caught my attention and would have my support.
Mr Doyle said a Liberal government would also inject more money into driver education. Under the "A Fairer Deal for Motorists" policy, six driver education centres would be set up. Learners would be required to do at least 120 hours of driving before applying for their licence and the Government would pay half the cost of defensive driving courses for P-platers.
This should be for drivers of all ages and across Australia.
